GNR faz disparos com balas de borracha para dispersar atacantes

Díli, 17 Ago (Lusa) - A GNR foi obrigada quarta-feira a efectuar disparos em Díli com cartuchos de borracha para dispersar um grupo de jovens timorenses que barricou e atacou com pedras uma patrulha portuguesa, revelou o comandante do agrupamento.

"Durante uma patrulha no bairro de Balide - junto ao antigo matadouro - , um dos nossos carros foi barricado e bloqueado numa rua estreita e os jovens começaram a atirar pedras à viatura pelo que foi necessário efectuar disparos com cartuchos de borracha para dispersar os jovens", referiu o capitão Gonçalo Carvalho, salientando que "ninguém ficou ferido no ataque".

"Só utilizamos este tipo de munições para dispersar os jovens em situações extremas", disse ainda o comandante do agrupamento da GNR em Timor-Leste.

Ao falar uma conferência de imprensa para fazer o balanço da última semana, um encontro com a imprensa que terá a partir de agora carácter semanal, Gonçalo Carvalho revelou que a GNR foi chamada a intervir em 55 situações de incidentes tendo detido três jovens por furto que mais tarde seriam libertados por ordem do Procurador.

Os incidentes em Díli ocorreram maioritariamente nas zonas de Bebonuk, Colmera, Vila Verde, Caicoli e Balide.

Além do patrulhamento da capital timorense, a GNR tem ainda participado em acções de reconciliação de aldeias e os médicos do Instituto Nacional de Emergência Médica (INEM) que integram o agrupamento Alfa foram, domingo, deslocados de helicóptero para Maliana, perto da fronteira com a Indonésia, para auxiliar a equipa médica local no socorro a nove feridos de um acidente de viação, três dos quais em estado grave.

Com "várias investigações" criminais a decorrer para identificar os líderes e membros de grupos que provocam desacatos nos bairros de Díli de forma a poder acabar com a violência, Gonçalo Carvalho considerou que a capital timorense é agora uma cidade que vive um "clima de tranquilidade permitindo que todas as actividades se desenvolvam dentro da normalidade".

A situação na capital timorense deriva, segundo o comandante da força portuguesa, do trabalho conjunto das forças internacionais que estão no terreno e que patrulham as ruas a todo o momento.

O comandante da GNR em Timor-Leste disse ainda que com a chegada a Díli de uma força das Nações Unidas, que Portugal "está disponível para integrar", a situação no país vai "melhorar significativamente", embora sublinhando que os grupos que provocam desacatos "estão cada vez mais organizados".

O Conselho de Segurança da ONU deverá aprovar sexta-feira uma resolução sobre a nova missão das Nações Unidas em Timor-Leste, que deverá integrar uma força de segurança internacional.

Timor-Leste vive uma situação de crise desde o final de Abril, que originou confrontos que provocaram três dezenas de mortos e mais de 150.000 deslocados, levando as autoridades timorenses a solicitar, em Maio, a intervenção de uma força policial e militar a Portugal, Austrália, Nova Zelândia e Malásia para repor a segurança.

Numa sala do edifício que ocupa em Caicoli, a GNR tem à sua guarda centenas de objectos que apreendeu nas suas acções em Díli, incluindo catanas, setas de várias dimensões com ponta de ferro, pistolas de plástico e rádios de comunicação.

Não é só agora que este grupo que está a provocar desacatos e distúrbios em Díli/Timor, está cada vez mais organizado. Este grupo sempre esteve organizado e muito bem, tutelado por organizações estrangeiras. Iniciou a sua experiência, autónoma, fora da intervenção directa dos seus organizadores estrangeiros, em Dezembro de 2004 e desde então,foi melhorando as suas actividades até que em Abril e Maio deste ano, quase que conseguiu o seu objectivo principal, de fazer de Timor-Leste um País falhado.
Agora que a GNR está a efectuar investigações criminais, para identificar os líderes e membros deste grupo, esperamos bem que tenha sucesso e que consiga desmantelar essa organização criminal e levar os seus líderes e membros a responsabilizarem pelos seus actos perante o tribunal e devolver a Timor-Leste e ao seu Povo, a paz, harmonia e desenvolvimento que tanto anseiam.

Viva a GNR.

First they tried to put people against FFDTL, to provoke FFDTL, hoping that FFDTL would react and KILL as many as possible. The fact that some people all of a sudden spread RUMOURS that up to 100 people may have been killed in Tasi Tolu on the 28th of April was not a coincident. It was all planned. By discrediting the FFDTL, there would be no one else to protect democracy and the Constitution. For those who tried to impose their will undemocratically, FFDTL was an obstacle and continues to be an obstacle to them today, and that's why they called for FFDTL to be disarmed, disbanded, or at least the UNCOOPERATIVE commanders dismissed.

Now the GNR is presenting the same OBSTACLE. The GNR was ready to arrest Alfredo Reinado even when the President KRXG disagreed, even when the Australian army protected him. For these people, this is unacceptable. So they spread the rumours that the GNR planted the evidence in Reinado's location, the GNR had Lospalos people in it, the GNR is not neutral, and the GNR should get out of East Timor. But none of this worked. So now THEY WILL PUT THE PEOPLE AGAINST THE GNR! Hoping that GNR would react and create a bloodbath, so that the GNR is discredited and sent back to Portugal.

We are dealing with people who are ready to sacrifice innocent lives to serve their ambitions and goals.

Ha grupos que estao organizados, que tem ate porta-voz, que fazem declaracoes a imprensa a explicar que vao marchar sobre Dili e partir tudo se nao for dissolvido o Parlamento... Mas o que causa a maior parte dos problemas nos bairros nao sao esses grupos, mas sim a violencia espontanea irracional que poe vizinhos a queimar as casas de gente com quem jogavam a bola na rua ha seis meses atras...
E isso nao e culpa dos "boot sira" nem dos servicos secretos australianos.

This is absolutely true but is misdirected. It should be directed at Mari's clique.

On April 28 there were hundreds of fully operational police in Dili. As an institution, PNTL was fully intact and operational. Nevertheless, only a small number was sent to the government building knowing fully well that they would be unable to fully control hundreds of people demonstrating there.

The government's true intention and plan was to allow an unrully situation to develop as justification for the real use of force that was to follow. This is the only explanation as the police force had not been used to its full
potential and therefore the claims that they could not control the disturbances were untested and false.

With the burnings of cars and damage to the government buildings, the conditions were set to justify the use of military force. This was a common tactic employed by the indonesian forces in Timor when they infiltrated clandestine youth demonstrations and provoked trouble that would justify the intervention of security forces to repress the demonstrators.
That very same day Mari Alkatiri set up a "crisis team" which curiously did not include Rogerio Lobato, then Minister of Interior responsible for the police, and promptly decided to call in the army without satisfying all legal requirements necessary for an army intervention on matters of internal security.

If that was not serious enough, Mari Alkatiri and his "crisis team" overlooked one major factor that would later set the course of the conflict. By sending in the remaining army composed overwhelmingly by soldiers of the EAST against the so called "petitioners" overwhelmingly from the WEST of the country, Mari was (even if unintentionally) substantiating the view that this was indeed an EAST-WEST issue which had just been escalated to the highest level of confrontation through the use of lethal military force.

Faced with this new development that saw an "eastern" army crush the group of "western" ex-soldiers, the remaining westerners in the regular army and in the Military Police which so far had remained above the conflict also split along the east-west divide. These defections were in turn a major development in the turn of events, the possibility of which was also grossly overlooked by Alkatiri and his "crisis team".

This division was by far the biggest contributing factor for the subsequent splits in the Police force and amongst the civilian populations which paved the road to the spread of sectarian violence and anarchy that engulfed Dili.
As we can see the course of history could have been very different had the army never been called upon to intervene of matters that were never of their competence, let alone called upon in a manner contrary to the laws in force.

With all news regarding the events has come out so far you still don't understand. Misinformed people like you that tends to cause chaos.

In relation to the violence last Friday, the Commander of PNTL Mr. Paulo Martins asked the 594 petitioners to take responsibility for what has taken place in Dili. Mr. Martins told the reporters that he went to meet the petitioners to ask them to stay calm but they became violent and began burning cars at the Government Palace. “They burnt a motorbike right in front of me which I saw with my own eyes.” Mr. Martins said. “We had an agreement with the petitioners last week that there would be no violence but they broke their promise so they have to be responsible for what they did”.

In response to Mr. Paul’s statement, Spokesperson for the petitioners, Mr. Gastao Salsinha, told a TP reporter via telephone that he blames the leaders because they were not willing to solve their problems. “I just want to say that we are in the jungle because no one can find a solution anymore” Mr. Salsinha said.

Prime Minister Mari Alkatiri has appealed via the media to the petitioners to return to Dili to solve their problem. Mr. Alkatiri said, “On behalf of the Government, I appealed to the petitioners to return especially the leaders of petitioners. I’ve asked them to come back so we can find the best solution together and maintain our national unity.” Diario National quotes Mr. Salsinha as saying, “If Xanana is still quiet, I won’t surrender because I only trust President Xanana since he is our Supreme Commander” he said. 45 members of petitioners under security of PNTL

The commander of PNTL, Mr. Paulo Martins, told the reporters that 45 members of the petitioners are now under the security of PNTL for further investigation. In relation to the rumors that many people have been killed by unknown people, Mr. Martins said that since last Friday until today, four people have been killed and 77 injured but the perpetrators have not yet been identified. Governo decreta regresso dos militares aos quartéis, 4 de Maio de 2006

O Governo anunciou hoje o regresso aos quartéis dos militares das FALINTIL-Forças de Defesa de Timor-Leste (F-FDTL), dando início à terceira fase da operação policial e militar, de estabilização, subsequente aos acontecimentos de 28 de Abril. O anúncio foi feito pelo próprio Presidente da República, Xanana Gusmão, com quem o Governo concertou a decisão.

Após uma reunião no Gabinete do Presidente da República, que juntou o Chefe do Estado, o primeiro-ministro, Mari Alkatiri, o ministro do Interior, Rogério Lobato, e o ministro da Defesa, Roque Rodrigues, os dois órgãos de soberania anunciaram ao país, em conferência de imprensa, o regresso aos quartéis dos militares que desde sexta-feira têm controlado parte da capital e dos elementos da Polícia Nacional Timor-Leste (PNTL) que têm efectuado patrulhas com espingardas automáticas.

Tendo consciência que a presença armada dos militares nas ruas tem contribuído para o medo ostentado por uma parte significativa dos habitantes de Díli, e controlando o Governo a situação, nomeadamente os ex-militares que ainda não voltaram aos seus distritos de origem, a presença nas ruas dos elementos da F-FDTL e dos corpos especiais da PNTL já não se justifica.

O Presidente da República e o primeiro-ministro apelaram mais uma vez à calma, pedindo às pessoas para regressarem às suas casas, tendo o próprio chefe de Estado reconhecido que, neste momento, "o principal problema é controlar os rumores".

A PNTL vai entretanto coordenar-se com as autoridades locais para garantir que em cada bairro haja um maior controlo das casas abandonadas pelas pessoas que optaram por se deslocar para os distritos.

Os militares e os polícias deverão regressar às suas bases até às 16h00.

Estou aliás inteiramente de acordo com o que disse e o que aliás pretendia era reforçar o que tinha dito. Para não nos baralharmos mais com os nomes e os anónimos que tal em vez de escrever o nick só no fim, não o escrever no "Choose an identitY" assinalar "Other" e depois é só escrever o nome. Baralhava menos, mas a desatenção foi inteiramente minha e mais uma vez lhe peço desculpa.

Get serious! The man is a convicted criminal for crying out loud! I'm sure he said "I didnt't do it" when he was caught stealing diamonds from the people of Angola.
So don't be a margarida and just quote what someone said in an media interview as if it was the truth!

For your information, what I know is not from the media! You don't know who I'm! if did you'd be surprised.

Besides where did you get your information from, in regards to "Mari clique" you obviously read it somewhere or did you pluck it from the thin air or you made it up as you went along.
