United Nations condemns violence in Dili

August 7 2007, Dili – The Special Representative of the Secretary-General for Timor-Leste Atul Khare has condemned the sporadic violence in Dili following the announcement of the new Government yesterday afternoon.

Mr Khare, who characterized the violence as sporadic and isolated, stated strongly that any political party supporters engaging in acts of violence will be treated as criminals and swiftly dealt with.

In a meeting this morning with the Secretary-General of Fretilin, Mari Alkatiri, and in line with all meetings with political leaders throughout the entire electoral process, Mr Khare requested Mr Alkatiri’s support in keeping the situation calm.

“Mr Alkatiri told me he had received delegations of people over the past day and had reminded those people that burning buildings and throwing rocks is unacceptable,” Mr Khare said.

United Nations police officers (UNPol) along with the National Police of Timor-Leste (PNTL) and the International Security Forces have been working to contain the violence that is mostly comprised of rock throwing, road blocks and some arson.

UNPol, PNTL, the ISF and the Falintil Force for the Defence of Timor-Leste (F-FDTL) are collectively providing static security at various key locations around Dili.

The security situation in Timor-Leste during the last 24 hours remained volatile, particularly in Dili, Baucau and Viqeuque.


The swearing-in ceremony of the new Prime Minister was held today in Dili without any major security problems.

In other parts of Dili, UNPol attended to 10 incidents, most of which involved rock throwing and the burning of tyres. The incidents mostly took place around the airport roundabout, Pantai Kelapa, and Bebonuk. In Pantai Kelapa, an F-FDTL soldier fired a warning shot into the air to disperse crowds at around 0900hrs.


In Loro Mata, police conducted an operation at around 1150hrs, and arrested 11 people. Two further arrests were made later in the day.

Yesterday in Dili district, UNPol responded to numerous reports of rock throwing and public disturbances. 25 UN vehicles were damaged, and a total of 29 people were arrested, mostly in relation to rock throwing and assault. Last night was quieter than previous nights.

In Baucau yesterday, illegal road blocks were set up in several locations, particularly around Gariuai village in Baucau subdistrict and Bercoli village in Venilale subdistrict. Police responded to all reports and have cleared most of the roads.

At least seven buildings in Baucau, including three government facilities, three non-government organization offices and one court, as well as seven private houses in Viqueque, have been set on fire. Other violence has included widespread stoning of vehicles and buildings.

United Nations police officers (UNPol) in conjunction with the national police of Timor-Leste (PNTL) and the International Security Forces (ISF) have been fully deployed to contain and put a stop to the violence.

Approximately 155 tear gas shells have been used along with rubber bullets to disperse the groups involved. Four UNPol officers have been injured, one seriously and he will be airlifted to Darwin tonight. An additional formed police platoon was sent to Baucau today as reinforcement.

Since yesterday, 45 people have been arrested for their participation in the violence in Baucau.

The Head of the UN in Timor-Leste, Atul Khare, has strongly condemned the violence, stating that is regrettably being committed by people who claim an allegiance to Fretilin.

UNPol, PNTL and the ISF are working together to provide security to the people of Timor-Leste. The UNPol Election Security Plan is currently in Phase Four, the post-elections phase. UNPol, PNTL and the Formed Police Units remain deployed and are on stand-by for any post-elections clashes or victory processions. The ISF are also on stand-by, ready to be deployed upon request.

Oficiais da polícia das Nações Unidas (UNPol) juntamente com a Polícia Nacional de Timor-Leste (PNTL) e as Forças Internacionais de Segurança têm estado a trabalhar para conter a violência que na maioria dos casos inclui apedrejamentos, bloqueios de estradas e alguns fogos postos.

A UNPol, PNTL, ISF e as F-FDTL estão colectivamente a fazer segurança estática em vários locais chave à volta de Dili.

A situação da segurança em Timor-Leste durante as últimas 24 horas mantém-se volátil, particularmente em Dili, Baucau e Viqeuque.

A tomada d posse do novo Primeiro-Ministro realizou-se hoje em Dili sem problmas de segurança maiores.

Noutras partes de Dili, a UNPol atendeu em 10 incidentes, a maioria dos quais envolveu apedrejamentos e queima d pneus. Os incidentes na sua maioria ocorreram à volta da rotunda do aeroporto , Pantai Kelapa, e Bebonuk. Em Pantai Kelapa, um soldado das F-FDTL disparou um tiro de aviso para o ar para dispersar multidões por volta das 09h00.

Em Loro Mata, a polícia conduziu uma operação por volta das 11h50, e prendeu 11 pessoas. Mais duas outras detenções foram feitas mais tarde.

Ontem, no distrito de Dili , a UNPol respondeu a numerosos relatos de apedrejamentos e distúrbios públicos . 25 veículos da ONU ficaram danificados e um total de 29 pessoas foram presas, a maioria por apedrejamentos e assalto. A noite passada foi mais calma do que as noites anteriores.

Ontem, em Baucau, foram montados bloqueios ilegais de estradas em vários locais, particularmente à volta da aldeia Gariuai no sub-distrito de Baucau e na aldeia Bercoli no sub-distrito de Venilale . A polícia respondeu a todos os relatos e abriu a maioria das estradas.

UNPol, PNTL e a ISF estão a trabalhar juntos para dar segurança ao povo d Timor-Leste. O Plano de Segurança Eleitoral da UNPol está correntemente na Fase Quatro, a fase epós-eleitoral. A UNPol, PNTL e as Unidades Formadas de Polícia mantém-se destacadas e estão em alerta para qualquer confronto pós-eleitoral caravana de vitória. A ISF está também em alerta, pronta para ser destacada a pedido.
